Hmmm, I wonder if the fix wouldn't have been to set the BOINC translation cookie explicite :

If there is no language cookie, it tries to use the first browser-accepted language (HTTP_ACCEPT_LANGUAGE) and the language file (*.po / compiled version) decides which character set is beeing announced.
You could use the status page for that test, if that's still broken in your current setting.
p.s.: I just see that the projects can override the default util.inc/page_head(), which sets the encoding. If RNA-World has a project specific page_head() function, that would be the place to send the character encoding.
